9 New Hazardous Substances Added to the SVHC Candidate List

On 17 January 2023, ECHA confirmed the inclusion of nine new substances to the Substances of Very High Concern (SVHC) list. This takes the total number of substances listed up to 233.

In paints and coatings.
5 Bis(2-ethylhexyl) tetrabromophthalate covering any of the individual isomers and/or combinations thereof Very persistent and very bioaccumulative (Article 57 e) As a flame retardant and as a plasticiser for flexible polyvinylchloride and for use in wire and cable insulation, film and sheeting, carpet backing, coated fabrics, wall coverings and adhesives.

9 reaction mass of 2,2,3,3,5,5,6,6-octafluoro-4-(1,1,1,2,3,3,3-heptafluoropropan-2-yl)morpholine and 2,2,3,3,5,5,6,6-octafluoro-4-(heptafluoropropyl)morpholine 473-390-7 Very persistent and very bioaccumulative (Article 57 e) Used in articles, by professional workers (widespread uses), in formulation or re-packing, at industrial sites and in manufacturing.

 

It is mostly used in flame retardants, paints and coatings, inks and toners, coating products, plasticisers and in the manufacture of pulp and paper.

 

If your article contains substance(s) included in the SVHC list in concentration above 0.1% (w/w), you need to fulfil the following obligations:

  • Duty to communication information on SVHCs

 

Producers or importers of articles which contain substances on the SVHC list in a concentration above 0.1% (w/w) must provide sufficient information to their customers to allow safe use of the article as soon as the substances are included or, upon request, to a consumer within 45 days of the receipt of the request.

  • Notification of SVHC in articles to ECHA

 

EU and EEA producers or importers of articles must notify ECHA if their article contains a substance on the SVHC list. This obligation applies if the substance is present in those articles in quantities totalling over 1t/y per producer or importer, and if the substance is present in those articles above a concentration of 0.1% (w/w).
